Edy Francis
CO-CEO and CFO
With 20 years of accounting and finance experience, Edy has worked across both the upstream and midstream sectors of the oil and gas industry.
Originally an Audit Manager and SOX consultant at Deloitte, Edy joined the industry in 2007 as a CFO. He has led Arrow Midstream and overseen our rapid growth as Co-CEO and CFO since Arrow’s founding.

Ricardo Juarez
South Texas Regional Manager
Ricardo has over 15 years of experience in management, operations, sales and delivering results. He is committed to delivering world-class customer service and hiring and training hardworking, quality employees. Ricardo currently holds a CDL, Tanker, Hazmat and LPG license. He started out as an asphalt driver and transitioned to hauling LPG. He began working in logistics, working his way up to Logistics Manager for LPG, crude oil, chemicals, and flatbed. Ricardo now specializes in and supports the daily operations of Arrow Midstream.

Manuel Salinas
Terminal Manager

Manuel has been in trucking for over 40 years. Starting out as a flatbed driver, he transitioned into crude and LPG hauling early in his career, working for some of the biggest names in the industry while working his way up to management and eventually joining Arrow Midstream.
Manuel has a wealth of industry knowledge and is an integral part of Arrow’s Operations Department.

Frank Moore

Frank has over 25 years of industry experience across a diverse variety of equipment and processes.
As a public servant for over 14 years with the Louisiana Department of Corrections, Frank developed a professional management style and organizational strategy that will highly benefit Arrow.

Todd Boldin
Safety Director
Todd Boldin is a seasoned risk and safety leader with more than 25 years in the trucking industry. He brings deep expertise in DOT compliance, driver safety programs, fleet risk management, and claims reduction. Todd has a strong track record of lowering preventable incidents, improving insurance performance, and strengthening safety culture across large trucking fleets. His operational experience, combined with certifications including OSHA-30, WSO-CSS, and Smith System training, supports his ability to build safer, more efficient, and more compliant transportation operations.
